you are given the misleading information.
a) If the transaction data will be lost after you will initialize the liveCache in LC10, the following steps in your post:
For point two before loading it back, de-initialize PA and re-initialize planning area. Do consistency check for PA, MPOS & OM17 (DP time series) but after resolving next point.
WILL NOT HELP.
Review the SAP note:

You could bring the transaction data back via initial transfer from connected R/3 system and TS data need to be loaded from backup infocubes.
b) Review the SAP note -
1612107 - Transaction /SAPAPO/SDP94 - COM Error with Return Code 40,134
or search the notes on error "key figure does not exist" .

As the liveCache is empty < see a) >, you could NOT load the data to infocube any more.
Steps to solve in the customer case:
-De-initialize the planning area.
-Re-initialize the planning area
- load TS data data from infocube.

In the customer's case, initialize the liveCache with the proper option as post-initialization step,
then bring the transaction data back via initial transfer from R/3 system and TS data need to be loaded from backup infocubes < b) >.
