You should never delete a blocked queue without first knowing why the blocked queue exists.
Next time you see the error, open the queue and review the contents. From the name of the queue, it appears that this queue is related to purchasing data. I suspect you have some purchasing master data that is calling for this material as a source of supply in 0001 plant. Check your Purchase Info Records, Scheduling Agreements, Contracts. These IMs typically are created with the Destination plant in mind, and the source plant is inferred. You may have to do a little digging in ECC to find the guilty record.
